Add update suspension notice
Monthly ticket additions are suspended, and normal updates of 4,000 words per day are resumed.
Two reasons, one is that there is a double at the end of this month.
The second is that the hamster has shoulder pain and needs treatment.
Hamster currently owes 18,000 words (4000*5-2000) and will pay it back slowly.
When the hamster's shoulder is no longer so painful, we can continue to do it. (End of chapter)
